Recently, the State Administration for Market Regulation has organized a national supervision and random inspection of product quality for 13 products, including fireworks, down clothing, etc. The inspection results are reported as follows:
I. Basic situation
(I) Overview of supervision and random inspection. A total of 1,778 batches of products from 1,641 production units and 1,285 sales units were inspected and tested, and 426 batches of unqualified products were found. Among the unqualified products inspected, there were 61 batches of fireworks, 26 batches of down clothing, 11 batches of pajamas and home clothes, 8 batches of elderly shoes, 24 batches of student backpacks, 14 batches of toys, 18 batches of wireless chargers, 12 batches of power adapters, 31 batches of mobile power supplies, 8 batches of reading and writing desk lamps, 76 batches of fixed general-purpose lamps, 111 batches of embedded lamps, and 26 batches of electric bicycles (see Annex 1).
(II) Follow-up inspection results. The follow-up spot check found 69 unqualified production units in the last spot check, of which 12 production units still had unqualified products (see Appendix 2).
II. Analysis of the spot check results
(I) Fireworks and firecrackers. 358 batches of products were sampled from 358 production units in 7 provinces including Hunan, Jiangxi, and Guizhou, and 61 batches of products were found to be unqualified. Among them: 1 batch of products was suspected of being counterfeit and has been handed over to the local market supervision department for processing; 28 batches of products failed to meet the ignition time, 20 batches of products failed to meet the firmness of the fuse, and 18 batches of products failed to meet the fuse, all of which are safety items.
(II) Down clothing. 185 batches of products were sampled from 177 sales units on 13 platforms including Douyin, JD.com, and Pinduoduo, involving 183 production units in 13 provinces including Guangdong, Zhejiang, and Fujian, and 26 batches of products were found to be unqualified. Among them, 18 batches of products failed to meet the down content standards, 11 batches of products failed to meet the down content standards, 11 batches of products failed to meet the fiber content standards, 3 batches of products failed to meet the water color fastness standards, 2 batches of products failed to meet the acid sweat color fastness standards, and 2 batches of products failed to meet the alkali sweat color fastness standards.
(III) Pajamas and home clothes. 195 batches of products were sampled from 186 sales units on 19 platforms including Dewu, Miaojie, Toutiao, Mogujie, and Yunji, involving 188 production units in 11 provinces including Guangdong, Fujian, Chongqing, and Henan. The sample inspection found that 11 batches of products failed to meet the standards. Among them: 1 batch of products was suspected of being counterfeit and has been handed over to the local market supervision department for handling; 1 batch of products failed to meet the pH value of the safety project, and 10 batches of products failed to meet the fiber content standards.
(IV) Elderly shoes. A random inspection of 50 batches of products from 47 sales units on 5 platforms including JD.com, Tmall, and Pinduoduo involved 49 production units in 4 provinces including Fujian, Guangdong, and Henan. Eight batches of products were found to be unqualified. Among them, one batch of products failed to meet the safety project of free or partially hydrolyzable formaldehyde, six batches of products failed to meet the wear resistance of the outer sole, and one batch of products failed to meet the bonding strength between the outer sole and the outer midsole.
(V) Student backpacks. A random inspection of 84 batches of products from 83 sales units on 14 platforms including Pinduoduo, Tmall, and Vipshop involved 80 production units in 5 provinces including Guangdong, Hunan, and Beijing. A random inspection found that 24 batches of products were unqualified. Among them, 21 batches of products failed to meet the limit of phthalate plasticizers in accessible plastic parts in the safety project, three batches of products failed to meet the vibration impact performance, and two batches of products failed to meet the stitching strength.
(VI) Toys. A total of 224 batches of products were sampled from 201 sales units on 17 platforms including Tmall, JD.com, Douyin, and Pinduoduo, involving 202 production units in 10 provinces including Guangdong, Zhejiang, Jiangsu, and Shanghai. 14 batches of products were found to be unqualified. Among them: 1 batch of products was suspected of being counterfeit and has been handed over to the local market supervision department for processing; 6 batches of products were unqualified for plastic bags or plastic films used in packaging or toys, 4 batches of products were unqualified for small parts, 1 batch of products were unqualified for small balls, 1 batch of products were unqualified for round holes on rigid materials, 2 batches of products were unqualified for magnets and magnetic components, 1 batch of products were unqualified for other driving mechanisms, and 1 batch of products were unqualified for accessible sharp tips, all of which were safety items.
(VII) Wireless chargers. 40 batches of wireless chargers were randomly inspected, including 11 batches of products from 11 production units in 3 provinces including Guangdong, Jiangsu and Zhejiang, and 29 batches of products from 22 sales units in 5 provinces including Guangdong, Beijing and Jiangsu. 18 batches of products were found to be unqualified, all of which had the problem of thermal burns in safety items.
(VIII) Power adapters. 82 batches of products were randomly inspected from 73 sales units on 11 platforms including JD.com, Tmall and Pinduoduo, involving 82 production units in 9 provinces including Guangdong, Jiangsu, Zhejiang and Beijing. 12 batches of products were found to be unqualified. Among them, 5 batches of products failed to meet the heating requirements, 2 batches of products failed to meet the electrical clearance and creepage distance, and 2 batches of products failed to meet the thermoplastic components directly installed with conductive metal components, all of which were safety items.
(IX) Mobile power supplies. 75 batches of products were sampled from 74 sales units on 12 platforms including JD.com, Pinduoduo, and Douyin, involving 72 production units in 8 provinces including Guangdong, Zhejiang, Jiangsu, and Shanghai. 31 batches of products were found to be unqualified. Among them: 4 batches of products were suspected of being counterfeit and have been handed over to the local market supervision department for handling; 8 batches of products failed to meet the standard of external short circuit at room temperature, and 1 batch of products failed to meet the standard of overcharging, both of which are safety items; 21 batches of products failed to meet the standard of conversion efficiency, and 11 batches of products failed to meet the standard of effective output capacity at room temperature.
(10) Reading and writing desk lamps. 64 batches of products were sampled from 53 sales units in 14 provinces including Guangdong, Beijing, Jiangsu, and Zhejiang, involving 32 production units in 5 provinces including Guangdong, Jiangsu, Zhejiang, Beijing, and Shanghai. 8 batches of products were found to be unqualified. Among them, 2 batches of products failed to meet the safety item of retinal blue light hazard, 7 batches of products failed to meet the standard of illumination and illumination uniformity, and 1 batch of products failed to meet the standard of fluctuation depth.
(11) Fixed general-purpose lamps. A random inspection of 126 batches of products from 116 sales units on 8 platforms including JD.com, Taobao, and Douyin involved 98 production units in 5 provinces including Guangdong, Jiangsu, and Shanghai, and 76 batches of products were found to be unqualified. Among them: 23 batches of products were suspected of unlicensed production, 15 batches of products were suspected of counterfeiting, and 11 batches of products were not marked with factory name and address information, and have been handed over to the local market supervision department for processing; 31 batches of products failed to meet the anti-electric shock protection, 20 batches of products failed to meet the structure, and 12 batches of products failed to meet the heat resistance, fire resistance, and scratch resistance, all of which are safety items; 69 batches of products failed to meet the interference voltage, and 30 batches of products failed to meet the harmonic current limit.
(XII) Embedded lamps. A random inspection of 171 batches of products from 147 sales units on 11 platforms including Tmall, Pinduoduo, and Taobao involved 141 production units in 9 provinces including Guangdong, Zhejiang, and Jiangsu, and 111 batches of products were found to be unqualified. Among them: 44 batches of products were not marked with factory name and address information, 24 batches of products were suspected of unlicensed production, and 15 batches of products were suspected of counterfeiting, which have been handed over to the local market supervision department for handling; 75 batches of products failed external wiring and internal wiring, 49 batches of products failed anti-electric shock protection, 24 batches of products failed heat resistance, fire resistance and scratch resistance, all of which are safety items; 62 batches of products failed interference voltage, 54 batches of products failed energy efficiency limit value (light efficiency), and 30 batches of products failed color rendering index.
(XIII) Electric bicycles. A random inspection of 124 batches of products from 106 sales units in 16 provinces including Guangdong, Zhejiang, and Shanghai involved 124 production units in 12 provinces including Tianjin, Jiangsu, and Zhejiang. The random inspection found that 26 batches of products were unqualified. Among them, 25 batches of products failed reflectors, lighting and horn devices, 9 batches of products failed electrical devices, and 8 batches of products failed chargers and batteries, all of which are safety items.
III. Relevant requirements
In response to the problems found in this national supervision and random inspection of product quality, the relevant provincial market supervision departments should promptly organize the handling of the supervision and random inspection results in accordance with the relevant requirements of the "Product Quality Law" and the "Interim Measures for the Administration of Supervision and Random Inspection of Product Quality", and promptly enter the handling situation into the e-CQS system. For unqualified products, measures such as sealing and seizure should be taken in accordance with the law, and production and sales are strictly prohibited; for suspected counterfeiting, unlicensed production, and failure to mark the factory name and address, investigation and evidence collection should be carried out through on-site inspections, inquiries, and review of contracts and invoices, etc., to find out the facts of the violation and deal with them strictly, quickly and severely. For the production and sales units of unqualified products, the rectification requirements should be clarified, the rectification measures should be strictly supervised and implemented, and re-inspections should be organized in a timely manner. For those who have failed two consecutive random inspections, on-site inspections and follow-up inspections should be carried out, and verification, interviews, and serious handling in accordance with the law should be implemented, and key supervision should be implemented. If the illegal acts are suspected of crimes, they should be transferred to judicial organs in a timely manner. We must urge the production and sales units that spot check unqualified products to fulfill their main responsibilities for quality and safety, assign quality and safety directors and quality and safety officers as required, establish a quality and safety risk list that meets the actual conditions of the unit, and implement a daily control, weekly inspection, and monthly scheduling work system. The General Administration will strengthen the follow-up supervision of the handling of spot check results and report as appropriate.
