Yingkou City insists on resolving the bottleneck problem of project landing and bearing fruit as a breakthrough in the construction of the business environment, and the results are obvious. According to the "Implementation Plan for the Exploration of the "Multi-Certificate Integration" Registration System Innovation in Yingkou District", on the basis of "five certificates in one, one license and one code", the registration certificate of the customs declaration unit, the entry-exit inspection and quarantine declaration enterprise registration form, the registration form of foreign trade operators, the establishment registration of foreign-invested enterprises, and the registration form for the application of the certificate of origin are added, realizing the "39 certificates in one". The name of Liaoning is crowned in Yingkou. Located in the core position of the multi-level intermodal system of sea, land and air, the Yingkou area is like a "server" and "router". On the map, the boundaries of the Yingkou Free Trade Zone are neatly demarcated along the streets, and the entire area is close to a rectangle, which is rare in China's free trade zones. Yingkou's coastal land is flat and has abundant stock of land. The nearly 30 square kilometers of the free trade zone are adjacent to the sea and have not been reclaimed. The state has given Yingkou a mission for the free trade zone and pointed out clear goals and paths - focusing on the core strategic resources of Yingkou Port and the "Yingman Europe" Continental Bridge, building a regional international logistics center, high-end equipment manufacturing, and high-tech industrial bases, and constructing an important hub for the international sea-rail transport corridor, and striving to build a new highland for opening up to the outside world in Liaoning and even the Northeast, a demonstration zone for institutional innovation, and a pilot zone for industrial transformation and upgrading.
