draft of the 13th Five-Year Plan for the Development of the Robot Industry has been prepared

China's robot industry has developed rapidly and has become the world's largest robot market. The "13th Five-Year Plan" for the development of the robot industry is about to be published. What goals will be set in the plan? How to promote China's robot development? With these questions, the Economic Daily reporter interviewed Wang Jianyu, director of the Equipment Department of the Ministry of Industry and Information Technology.

Reporter: How is the current progress of the "13th Five-Year" development plan for the robot industry concerned by the industry? What are the important development goals and contents?

Wang Jianyu: At present, the first draft of the "13th Five-Year Plan" for the development of the robot industry has been formed. An important goal is that by 2020, the number of industrial robots in China will reach 800,000. A relatively complete robot industry system has been initially formed, technological innovation and international competitiveness have been significantly enhanced, product quality has reached the international level, key parts and components have basically met market demand, and public service system has been improved.

Focusing on the major needs of China's economic transformation and social development, the Plan aims to promote intelligent manufacturing and improve people's lifestyles, takes "market-led, innovation-driven, strengthening the foundation and improving the quality" as the principle, and takes enterprises as the main body to achieve breakthroughs in the application of key components and high-end products. The improvement of product quality, market share and enterprise competitiveness will promote the healthy and sustainable development of China's robot industry.

Reporter: At present, what stage is the development of China's robot industry?

Wang Jianyu: China's robot research began in the 1970s, and has gone through prototype, demonstration and industrialization stages. After 2010, China's robot installed capacity increased year by year, and began to develop into the whole industrial chain of robots. In recent years, with the change of market demand, the application of robots in the production field continues to expand, China's robot industry has a certain foundation in technology research and development and production and manufacturing, but it is still in the industry formation period.

From 2009 to 2014, the sales volume of China's industrial robot market grew at an average annual rate of 58.9%, and became the world's largest industrial robot market. In the next 5 to 10 years, China's industrial robot industry will show a rapid development trend.

With the development of China's economy and society, the demand for service robots in the handling of public security incidents and the rehabilitation of the elderly in the aging society will expand, making the demand for service robots in China will also grow further. It can be predicted that service robots, as a strategic emerging industry, will usher in a huge space for development.

China's robot industry, through the continuous support of science and technology plans, has a certain foundation in technology research and development and manufacturing. On the one hand, a lot of research work has been carried out in the aspects of mechanism, drive and control, and rich results have been achieved; On the other hand, a large number of enterprises through independent research or through cooperation with research institutes and foreign-funded enterprises, into the ranks of robot development and production, independent development of arc welding, spot welding, palletizing, assembly, handling, injection molding, stamping, painting and other industrial robots.

China's service robots are in the gestation period of the industry, and various kinds of products have begun to emerge, such as cleaning robots, two-wheel self-balancing vehicles and model drones and other household service robots have realized industrialization; Disaster relief and rescue, public security, nuclear fission reactor operation and maintenance and other models of robots have begun to demonstrate applications; Surgical robots and auxiliary treatment robots have been tested and applied. Prototypes such as a 6,000-meter autonomous underwater robot and a 7,000-meter manned submersible "Jiaolong" have been developed.

Reporter: Chinese robots still have the problem of core components being controlled by people. How to overcome it?

Wang Jianyu: The main problem of China's robot industry is that the key components are controlled by people; Weak innovation ability of core technology; There is a big gap in the quality and reliability of high-end products; Standards, testing and certification systems are not sound.

In view of these problems, we should increase technology research and development efforts to consolidate the industrial foundation; Focus on breakthroughs in key products to enhance industrial competitiveness; Promote demonstration applications and develop and strengthen independent brands; We will speed up the development of next-generation robots and reserve innovative technologies in the industry. We will accelerate the establishment of standard systems and inspection and testing platforms to standardize industrial development.

At present, the basic capability of China's robot industry is inseparable from the continuous support given by the state through the key research plan and the 863 plan during the "Eleventh Five-Year Plan" and "Twelfth Five-Year Plan". Next, will use high-grade CNC machine tools and basic manufacturing equipment science and technology major special, intelligent manufacturing equipment special, transformation and upgrading special continue to support the quality and reliability of China's robot products to improve.
