In the past few days, reporters visited cadres, the masses, and enterprises in Xiong'an New Area, and witnessed the determination and actions of the local government to keep a "blank sheet of paper" for the construction of the new area.

Why the new area is a "blank sheet of paper"

Many experts said in the interview that the planning scope of the new area is "like a blank sheet of paper" and there is ample room for development. This is also the feeling of reporters in the three counties of Xiongxian, Rongcheng and Anxin.

Driving between the three counties, as far as the eye can see, there are endless plains of thousands of mu; there are not many high-rise buildings in the three county towns, and most of the roads are two-lane; there is no traffic jam, nor crowded crowds, and it is peaceful and serene.

The reason why this is called "a blank sheet of paper" is that the population density is low. Take Anxin County, the most populous of the three counties, as an example. Its 440,000 people live in the county area of 738 square kilometers, with less than 600 people per square kilometer, while the core area of Beijing has more than 23,000 people per square kilometer.

Another important aspect is the relatively abundant water resources. North China is generally short of water, but the three counties not only have abundant geothermal water and high-quality mineral water, but also the largest freshwater lake in North China, Baiyangdian.

In addition, the industries in the three counties are mostly light manufacturing, and there are basically no heavy chemical enterprises, which has laid a relatively favorable condition for environmental protection and industrial planning and construction of the new district.

Therefore, the site selection of the new district is not "shot" but has a scientific basis. Zhao Kezhi, secretary of the Hebei Provincial Party Committee, said that the decision of the Party Central Committee to plan and build a new district here was well thought out and completely correct.

How to maintain this "blank sheet of paper"

In April, the Baiyangdian Lake was full of rippling blue waves and swaying reeds. The Wangjiazhai Folk Village in Anxin Town, Anxin County, with its long embankment, willows, and blue brick alleys, is like a poem or painting.

Now that we are going to build the Xiong'an New District, the water in the lake will not only belong to the people of Baiyangdian Lake, but also to the Chinese people. The new district plan is being formulated, and the local government and cadres are strengthening control, involving land, real estate, population, environment and other aspects.

In Xiaoli Town, Rongcheng County, reporters saw several village cadres taking pictures of a construction site that had been suspended. "The houses and construction sites under construction in the 10 villages in the town have all stopped. The village cadres have to go to the same location and take pictures at the same angle every day for comparison, and continue to patrol at night to ensure that no "bricks and tiles" are added illegally within the scope of the new district." Some towns have issued a letter of appeal, calling on villagers to support the construction of the new district and build a better home together. In addition to clarifying the prohibition measures related to land and houses, it also puts forward strict requirements for corporate environmental protection.

How to make this place more "white"

Under the positioning of Xiongan New District to build an ecological city and develop high-end and high-tech industries, the three counties of Xiongan, which are mainly engaged in traditional manufacturing industries such as clothing processing, plastic packaging, and shoemaking, will definitely face adjustments.

On April 5, the two major reservoirs of Wangkuai and Xidayang in Baoding City began to jointly replenish water to Baiyangdian for two months. The water quality of the water source for this replenishment is all Class I. The water volume of Baiyangdian will exceed 33 million cubic meters, and the water level is expected to rise by 11 centimeters.

Dazhangzhuang Village, Anxin County is an important local down processing and distribution center. Wang Yan, deputy director of the Anxin County Environmental Protection Bureau, told reporters that there were 95 down companies in the village in the past. Nearly 30 of them have been eliminated through comprehensive rectification, and the existing ones have built high-standard sewage treatment facilities.

"In the past, washing down consumed a lot of water. Now there is a sewage treatment plant, and 90% of the sewage can be recycled." An Xiaoming, head of Anxin County Honglong Down Products Co., Ltd., said.

The reporter learned that Rongcheng and other places are accelerating the closure and dismantling of remaining coal-fired boilers in clothing companies, and all of them are converted to gas and electricity. Paper and plastic packaging companies in Xiongxian and other places are trying to collect volatile organic compounds in the production process for harmless treatment.
