The large use and abandonment of these packaging materials increase the burden of consumers and bring great pressure to the resources and environment.
Monitoring data from the State Post Bureau show that China's annual express delivery volume will exceed 80 billion this year. However, the phenomenon of excessive packaging, cartons not being recycled, and plastic bags producing too much waste still exists. At present, corrugated boxes account for a larger proportion of express packaging in China, followed by plastic packaging bags. It is estimated that China's express delivery industry consumes more than 9 million tons of paper waste and 1.8 million tons of plastic waste every year. During the "Double 11" period this year, only more than 100 million express packages (including plastic fillings) were directly recycled at express delivery collection points and entered the secondary cycle. On the "Double 11" day, a total of 675 million express packages were processed in China, which means that at least 80 percent of express packages were not directly recycled due to various reasons.
In recent years, in order to promote the green packaging of express packages, the State Post Bureau and other relevant departments have issued opinions and suggestions to standardize express packaging: in June this year, the State Post Bureau issued the "Green Packaging Standards for express Mail"; In August this year, the State Administration for Market Supervision and Administration, the State Post Bureau and other departments issued the "Guidance on Strengthening the standardization of express green packaging" proposed to fully establish a strict binding express green packaging standard system by 2022, and promote the standard to become the "hard constraint" of express green packaging; In October this year, the State Administration for Market Supervision and Administration and the State Post Bureau issued the first batch of "Express packaging green Product Certification Catalogue", express packaging green product certification system officially landed...
Recently, The General Office of the State Council forwarded the National Development and Reform Commission, the State Post Bureau and other eight departments issued the "Opinions on Accelerating the green transformation of express packaging" (hereinafter referred to as the "Opinions"), proposed that by 2025 express packaging basically achieve green transformation.
Green packaging can not only rely on express enterprises
Since the state has intensively introduced a number of measures to standardize express packaging, why will frequent express packaging, carton has not been recycled and many other problems?
"In fact, most of the express delivery is their own packaging, express just stick a face list." Mr. Qiu, who is in charge of a Courier outlet in Beijing's Chaoyang district, said e-commerce accounts for a large proportion of the express delivery volume.
Hu Kai, deputy director of the Development research center of the State Post Bureau, told reporters that at present, e-commerce pieces account for more than 70% of the express business volume, and the express logistics packaging is only the outermost layer. The State Post Bureau is promoting the express delivery process no longer to be packaged twice.
It is understood that as of the end of October this year, the proportion of no longer secondary packaging has reached 70.1%. The green transformation of express packaging requires the upstream and downstream chain of the industry to work together to reduce product packaging and e-commerce packaging.
"Green express packaging, only rely on express enterprises is far from enough." Shao Zhonglin, former deputy secretary-general of the China Express Association, said the lack of unified packaging operation specifications for upstream and downstream has led to a certain degree of randomness in the selection and operation of packaging. "Promoting the green development of express packaging requires the joint participation of various industries and their regulatory authorities."
Green transformation requires the joint efforts of all parties
The "Opinions" issued this time have clarified the work objectives in the next 5 years. By 2022, formulate and implement mandatory national standards for the safety of express packaging materials; The proportion of e-commerce express packages that are no longer packaged twice has reached 85%, and the application scale of circular express packaging has reached 7 million, and the standardization, green and circular level of express packaging has been significantly improved. By 2025, the formation of a long-term mechanism throughout the production, use, recycling and disposal of express packaging chain governance, e-commerce express packaging basically no longer secondary packaging, circular express packaging application scale of 10 million, express packaging basically achieve green transformation.
Lin Ling, president of the Information and Environment Branch of the China Institute of Standardization, believes that the implementation of the "Opinions" can change the status quo of fragmented standards, and establish a feedback mechanism for the continuous improvement of the standard system. Forming a systematic and scientific management mode of express delivery industry standards can effectively reduce disputes and improve efficiency.
