The National Development and Reform Commission and nine other departments recently issued the "Notice on Solidly Promoting the Work of Plastic Pollution Control" (hereinafter referred to as the "Notice"), which made arrangements for further improving plastic pollution control, especially completing the phased goals and tasks by the end of 2020. Before the end of August, all localities launched special law enforcement inspections on the promotion of plastic bans and restrictions in key areas such as shopping malls, supermarkets, collective markets, and catering industries.

Focus on key improvement measures Hebei Province further strengthens plastic pollution control

The Hebei Provincial Government attaches great importance to it and instructs the Provincial Development and Reform Commission to work with relevant departments to speed up the research and formulation of a provincial control plan. The "Implementation Plan" proposes to accelerate the construction of a plastic pollution control regulatory system, promote the revision of local laws and regulations such as the "Hebei Provincial Urban and Rural Domestic Waste Management Regulations" and the "Hebei Provincial Solid Waste Pollution Prevention and Control Regulations", improve comprehensive support, and strictly supervise law enforcement.

Henan Province is one of the first provinces to start formulating a special action plan. The public awareness of policy requirements has been greatly improved, and the pattern and working mechanism of plastic pollution control have been initially formed.

Relying on the "Sixth Five-Year" Environmental Publicity Day, Energy Conservation Publicity Week, Ecological Civilization Publicity Month and other activities, various forms of plastic pollution control publicity activities are carried out in key areas such as collective (agricultural trade) markets, shopping malls, and supermarkets to vigorously publicize the harmfulness of plastic pollution to the public and promote the reduction and recycling of plastic waste from the source. Hainan Province further strengthens plastic pollution control

In order to implement the work task requirements of the Party Central Committee and the State Council, the Hainan Provincial Department of Ecology and Environment, together with relevant departments and municipal and county governments, jointly studied and formulated the "Implementation Plan for the Comprehensive Prohibition of the Production, Sale and Use of Disposable Non-degradable Plastic Products in Hainan Province", which is also a specific measure for Hainan to fully promote the construction of the National Ecological Civilization Experimental Zone.

It is reported that the Hainan Provincial Implementation Plan is divided into four parts around the overall goal. The first part clarifies the guiding ideology, the second part determines the work goals and main time nodes, the third part proposes 21 key work tasks in 7 aspects, and the fourth part proposes 4 guarantee measures. A comprehensive deployment has been made for the ban on plastics in Hainan Province by 2025.

Xinjiang issues "Implementation Plan" to promote plastic pollution control

In July 2020, the Xinjiang Autonomous Region Development and Reform Commission and the Department of Ecology and Environment jointly issued the "Implementation Plan for Further Strengthening Plastic Pollution Control" (Xinfa Gai Huan Zi [2020] No. 281, hereinafter referred to as the "Implementation Plan"), which clarified the main goals, key tasks, division of responsibilities and guarantee measures for plastic pollution control in the region, laying the foundation for doing a good job in plastic pollution control in the future.

The "Implementation Plan" clearly states that by the end of 2020, the production, sale and use of some plastic products will be banned and restricted in some regions and fields. In 2022, the proportion of plastic waste resource and energy utilization in the region will be greatly increased, and the plastic reduction and green logistics model determined by the state will be promoted. In 2025, a multi-party co-governance system for plastic pollution will be basically formed, and plastic pollution will be effectively controlled.

Hunan Province coordinates the implementation of the "plastic restriction order" to solve the current situation of "white pollution"

At present, the development and reform and ecological environment departments of Hunan Province are actively coordinating the prevention and control of "white pollution", and jointly with Changsha City to carry out plastic pollution prevention and control and industrial development research, etc., focusing on the production, circulation, disposal, supervision and other links of plastic products, and have held on-site discussions and field inspections with relevant departments, associations, and enterprises, clarifying the work ideas of overall planning and step-by-step advancement, and refining and improving implementation measures and innovative practices. As a "first-mover" area in Hunan Province, Changsha City issued a notice on the ban and restriction of plastic products in the name of the municipal government, and vigorously promoted the ban and restriction work in public places such as shopping malls, supermarkets, and pharmacies; strengthened the construction of a household waste recycling and classification system, and adopted classified recycling, recycling, incineration and other methods to carry out green management of plastic waste and avoid environmental pollution.
