Recently, when the reporter surveyed 100 enterprises in three provinces and six cities, including Guangzhou and Shenzhen, Guangdong, Qingdao and Weifang, Shandong, Changsha and Zhuzhou, Hunan, he deeply felt the enterprises' affirmation and expectation of the relevant support policies for high-quality development.

The results of the questionnaire survey of these 100 enterprises by the reporter showed that 78% of the enterprises said they had benefited from the policies issued by the state to promote high-quality development. During the survey, enterprises also hoped that relevant policies would have more "dry goods", greater strength and higher execution efficiency.

The policy dividends have been fully released

Enterprises' electricity costs have been reduced, efficiency has been improved, industry-university-research cooperation has been strengthened, and transformation and upgrading have been accelerated

"New equipment not exceeding 5 million yuan can now be included in the cost at one time and deducted from income tax. This is a major benefit for enterprises to accelerate transformation and upgrading!" Wang Lei, executive deputy general manager of Qingdao Phoenix Printing and Dyeing Co., Ltd., was quite excited.

In recent years, in order to help enterprises achieve high-quality development, various localities and departments have issued relevant policies and continuously optimized the business environment, which has been applauded by enterprises.

--Break the monopoly and reduce the cost of electricity.

Manufacturing enterprises are mostly large electricity users, and electricity bills are a large part of corporate costs. Yu Xiaohui, deputy general manager of BAIC New Energy Vehicle Qingdao Company, said: "Our equipment runs 24 hours a day and consumes 80,000 kWh of electricity a day." "Two or three years ago, it cost about 75 to 80 cents per kWh, but now it costs an average of 54 cents, which can save a lot of expenses!" Wang Lei said with emotion that this was due to the reform of electricity prices that broke the monopoly and allowed power plants and electricity users to sign power supply agreements directly.

--Streamlining administration and delegating power, and improving work efficiency.

"The self-contained power plant we built is the first approval project undertaken by Shandong Province after the "delegation, regulation and service" reform. The development zone government helped to run the procedures together, and the speed was very fast." Zhang Zengguo, deputy general manager of Shandong Century Sunshine Paper Group Co., Ltd. said.

"After the approval authority of the 400,000-ton chemical pulp project was delegated to the local government, there is no need to go to Beijing for approval, environmental assessment, and safety assessment." A relevant person in charge of Shandong Chenming Group said.

--Institutional innovation, industry-university-research cooperation has been realized.

Enterprise transformation and upgrading are inseparable from technological innovation, and universities and research institutes often invest the most in basic scientific research. "We are a young entrepreneurial team of academicians. We have unique advantages in the transformation of scientific research results. Our technical achievements have been applied in cooperation with many well-known companies." Liu Jinxin, manager of the R&D department of the Eigen Equation, introduced himself in this way. Thanks to the national policy of encouraging scientific researchers to leave their jobs and start businesses, Liu Jinxin started a business with his mentor after graduating with a doctorate, allowing his scientific research results to "go off the bookshelf and onto the shelf."

"Since the university team is allowed to invest in technology, the entrepreneurial spirit of teachers has been stimulated." Zhang Bo, assistant to the director of the Science and Technology Development Department of China National Machinery Intelligent Technology Co., Ltd., said that in the past, most of the cooperation between industry, academia and research was superficial. After the policy was relaxed, the teachers' enthusiasm for innovation and entrepreneurship burst out with real shares in their hands.

--Increase investment, transformation and upgrading are faster.

The transformation and upgrading of the manufacturing industry requires increased investment in research and development. The risks of research and development of upstream enterprises and the concerns of downstream enterprises in application all need policy guidance and resolution.

"We have just applied for a 10 million yuan national first-unit subsidy," said Xu Zhijiang, chairman of Guangzhou Yida Injection Molding Machinery Co., Ltd., with a smile. It is difficult for enterprises to promote new products, and the first-unit policy has "fueled" both buyers and sellers. The national finance provides sellers with a first-unit premium subsidy. On this basis, Guangzhou provides buyers with a purchase reward of up to 50% of the contract amount for the first (set) of equipment with independent intellectual property rights and invention patents and the first 100 key parts, to help enterprises transform and upgrade.

There is still room for deepening reform

In some places, there is still a "last mile" problem in streamlining administration and delegating power, and some inappropriate governance methods may accidentally hurt enterprises

The government has made great determination and spent real effort in the "delegation, regulation and service" reform, which has provided great convenience for enterprises to do business and start businesses, and has strongly supported the sustained and healthy development of the economy and society. During the investigation, the reporter also found that compared with the requirements of high-quality development and the expectations of enterprises, there is still room for deepening reform.

--The benefits of decentralization are continuously being released, but the "last mile" problem still exists in some places.

The number of enterprise investment projects approved by the central government has been reduced by 90%, and the processing time for enterprise establishment, water and electricity application and installation has been shortened by more than 50%. "Internet + government services" and one-stop services and other measures that benefit enterprises have been introduced one after another... In recent years, decentralization has continuously enhanced the sense of gain of enterprises. In the survey, some enterprises also reflected that some places still have the "last mile" problem, and they look forward to clearing it as soon as possible.

The person in charge of a petrochemical enterprise in Shandong said: "Enterprises are happy that the approval power has been decentralized, but at some grassroots levels, enterprises still have to run hard. We have a project. When we go to the Development and Reform Commission to approve the project, we need to go to the land management department to apply for a land certificate first. When we go to the land management department to apply for a certificate, we need to go to the housing and construction department to get the city master plan first. When we go to the housing and construction department to get the city master plan, we say that if we can apply for a land certificate, we don't need the city master plan."

--Environmental protection governance promotes the transformation and upgrading of enterprises, but some inappropriate governance methods may hurt enterprises by mistake.

Environmental governance is not only crucial to ecological environmental protection, but also a strong "external force" that forces industrial restructuring and promotes enterprise transformation and upgrading. However, in some places, there is still a "one-size-fits-all, gust of wind" type of environmental governance, which can easily hurt the normal production of compliant enterprises.

Zhang Guanglei, director of Shandong Haomai Machinery Technology Co., Ltd., said that the company's castings come from Zhangqiu. When some units' environmental governance actions came, all supporting enterprises in Zhangqiu were shut down, and the company's production had to stop; after a while, all supporting enterprises opened again, and the supply chain was not very stable. "Enterprises support governance to eliminate backward and inefficient production capacity, and hope that this governance will be more standardized and continuous."

--Some policies have good intentions, but the implementation is not well considered, which adds "sweet troubles" to enterprises.

"Mixed feelings!" What made Ou Yongjun, general manager of Hunan Miaoshou Robot Co., Ltd., comment so was the policy of suspending the inspection fee for medical device products. The good news is that the 30,000-40,000 yuan testing fee is completely waived, reducing corporate costs; the worry is that many companies have "eaten free lunches" and the number of inspections has increased rapidly, resulting in long queues for inspections. The results that used to be available in 40 days now take 3-4 months.

"It is recommended not to directly reduce or exempt the testing fees, but to introduce a policy of prepayment and then refund to prevent some companies from free-riding. There is another advantage to doing this. Products that cannot be tested in the province can also be paid to be tested in surrounding provinces and cities, and then return to the province to receive the refund funds, avoiding repeated investment in major inspection and testing equipment in various provinces, causing huge waste." Ou Yongjun said.

--Some industrial policies should also listen more to the opinions of enterprises when they are formulated.

"Some industrial policies have good starting points, but they are still not grounded enough." Peng Mengwu, deputy general manager of Lens Technology Co., Ltd., said that some industrial policies often wait for companies to submit reports and then invite experts to score them. "But most experts are in universities and research institutions, some of whom are often out of touch with the market, and some of the policies finally formulated may make companies unable to feel the dividends."

Pan Junyou, general manager of Guangzhou Huarui Optoelectronic Materials Co., Ltd., gave an example that there are two technical schools of new display technology: printing and weighted. Universities focus on more cutting-edge printing technology, while the industry prefers more mature weighted technology. "Current industrial policy formulation is often dominated by experts. I hope that in the future, when formulating relevant policies, we can more fully solicit the opinions of the industry and independent third parties." Pan Junyou said.

Continuously optimize the business environment

Improve the level of rule of law and increase the convenience of obtaining funds

How should these problems faced by enterprises in high-quality development be solved? In the survey, 49% of enterprises hope that the government will further optimize the business environment and create a good market environment for fair competition.

To optimize the business environment, the level of rule of law must be improved.

"The problem of long approval time for investment projects is that there are too many approvals and departments, and the core is that the current laws, administrative regulations, local regulations, and departmental regulations stipulate various approval matters and pre-conditions." Lin Nianxiu, deputy director of the National Development and Reform Commission, said that the first step to continuously optimize the business environment is to continuously improve the level of legalization of the business environment and fully incorporate all activities into the track of the rule of law.

To optimize the business environment, it is also necessary to improve the convenience of obtaining funds.

In the survey, 55% of the interviewed companies hope to further improve the financial support policy.

"The high-tech industry has high technical barriers, large R&D investment, and long innovation certification application cycle. The current funding channels available to enterprises are often limited to bank loans, and the interest burden is a bit heavy." Tang Renbo, chief expert of Hunan Xiangtou Jintian Technology Group Co., Ltd., said that he hopes that the financial support policy can be implemented faster, more practically, and more accurately, so that more companies can move forward with smooth blood circulation.
