The primary pollutant is PM2.5.
According to the dispatch of the Ministry of Environmental Protection, in order to cope with this round of heavy pollution weather, all localities have issued and started heavy pollution weather early warning and forecasting in a timely manner in accordance with the warning classification standards. Some cities have adopted more stringent emergency emission reduction measures. Tangshan since November 11, all the city's iron and steel enterprises sintering machine (including shaft furnace) stopped production, the blast furnace braised furnace; In addition to central heating coal-fired boilers, all production coal-fired boilers in the city have been stopped. From 11 to 13 days, three inspection teams carried out special inspections in three key cities such as Shijiazhuang, Cangzhou and Hengshui in Hebei Province. In the inspection, it was found that the emergency emission reduction measures of some enterprises were not implemented in place. For example, a cement brick factory in Dingzhou City, the person in charge of the inspection, the enterprise has not stopped production in accordance with the requirements of the emergency plan, the production link is not organized serious emissions, insufficient dust control measures, a large number of material piles in the factory without cover, and the road on both sides of the factory gate is seriously dusty. At present, the person in charge of the enterprise has been criminally detained.
The inspection found that the illegal emission problem of some enterprises is still prominent. For example, two boilers of Jinzhou Kechuang Auxiliary company in Shijiazhuang have obvious flue gas dispersion.
At the same time, the pollution problem of small soil enterprises is still seen. In Xingtang County of Shijiazhuang City, the small plastic industry is dense, and the black smoke of some small enterprises is prominent; Several small plastic workshops have no environmental protection facilities.
In addition, the control of non-point sources is not in place, and the phenomenon of straw burning and garbage incineration is frequent.
Monitoring and analysis results show that since October 1 this year, Shijiazhuang has been the most polluted city in the Beijing-Tianjin-Hebei region. The average PM2.5 concentration is about 18% higher than the second most polluted city Baoding, and nearly 60% higher than the average of 13 cities in the region.
