Stable start, busy production, full of confidence
The Central Economic Work Conference emphasized: "We must make greater efforts to promote the stabilization of foreign trade scale and optimization of structure". In 2022, China's import and export of goods will exceed 40 trillion yuan for the first time, an increase of 7.7% to 42.07 trillion yuan; in 2023, we must maintain the continuous improvement of imports and exports, and realize the important supporting effect of stabilizing foreign trade on stabilizing growth.
At the beginning of the new year, all regions and departments have stepped forward to launch "service packages" and go all out to achieve a "good start", laying a solid foundation for stabilizing and improving the quality of foreign trade imports and exports throughout the year. This newspaper reporter interviewed this to see foreign trade enterprises "running", production and manufacturing "strengthening", and logistics channels "smooth", and feel the vitality and resilience of imports and exports.
Expanding the market--
An order across the ocean
The plane landed in Kuala Lumpur, Malaysia, and the bright tropical sunshine shone through the porthole, but Zheng Yijun was still uneasy.
As the chairman of Zhaotai Trade (Chongqing) Co., Ltd., he received a questionnaire from the Chongqing Municipal Commission of Commerce at the end of last year: Are you interested in expanding the market in Southeast Asia? The company's main business is motorcycles, generators and micro-tillage machines. Zheng Yijun did not dare to take risks to go deep into unfamiliar markets without anyone to take the lead.
At the end of the year and the beginning of the year, the economic recovery ushered in a window period, and Chongqing took advantage of the opportunity to implement the international market development plan. "The survey shows that 96% of companies are interested, and 85% are willing to charter or share flights to form a group." The relevant person in charge of the Chongqing Municipal Commission of Commerce introduced that ASEAN is an important trading partner of Chongqing. Combined with the wishes of the companies, the destinations were chosen to be Malaysia and Thailand.
The business delegation was busy, and Zheng Yijun did not stop: visiting the Economic and Commercial Office of the Chinese Embassy, local departments and chambers of commerce one by one; local market investigation trips, offline corporate matchmaking meetings, one by one... During the event, he also met a "netizen"-a motorcycle and agricultural machinery parts supplier, "In the past, we contacted online, intermittently, and the cooperation did not succeed."
This time was different. With product brochures and samples, Zheng Yijun was finally able to sit down and talk with the other party: "We can provide all technical support and after-sales service; the goods are transported through the Western Land-Sea New Corridor, which is short in time and affordable. We can provide a package of logistics services..."
"A thousand emails are not as good as a meeting." Zheng Yijun said that the two sides signed a cooperation framework agreement on the spot.
During the visit, the delegation of Chongqing Municipal Commission of Commerce introduced the basic situation and development advantages of Chongqing to foreign businessmen while helping enterprises understand the local trade policies and investment environment. At the signing ceremony of the first stop in Malaysia, 9 Chongqing enterprises signed contracts with foreign parties for 11 projects, with a total amount of more than 100 million yuan.
The significance of "going abroad in groups" lies in this, supporting enterprises to meet customers, expand markets, sign orders, and stabilize production. According to statistics, the total contract value of the business delegation this time was 30.88 million US dollars, involving general machinery, hardware, automobiles and motorcycles, access control systems, and logistics full-chain services. The largest single order reached 5 million US dollars. A relevant person in charge of the Chongqing Municipal Commission of Commerce said: "This year we plan to organize more than 100 delegations to support more than 1,000 companies to go global, participate in exhibitions and conferences, do business matching, and visit customers."
Originally, we planned to negotiate a contract of 1.85 million US dollars, but unexpectedly, we had received orders totaling 5 million US dollars on the return trip. Zheng Yijun is no longer as anxious as when he first came, and is even more confident about his next trip.
Rush for orders--
A factory running at full speed
Dust-proof clothing, hats, masks, gloves... Workers wearing a full set of equipment are busy and orderly.
In the packaging workshop of Zhejiang Axilon Shunhua Aluminum Plastic Industry Co., Ltd. in Shangyu District, Shaoxing, more than 40 production lines and more than 100 injection molding machines are running at full capacity.
Around the Spring Festival, Zhejiang foreign trade companies organized delegations to go overseas and reaped a lot of rewards. Akxilong Shunhua, which specializes in the production of cosmetic packaging materials such as lipstick tubes and perfume caps, has made preparations for rushing production and rushing orders early.
Since the start of work on the fourth day of the first lunar month, Zhang Fang, a worker in the injection molding workshop, has been busy. This year, she did not return to her hometown in Anhui, but responded to the call to stay in the factory for the New Year. "The government issued a subsidy of 1,000 yuan, and our non-local employees also received an additional 1,500 yuan from the company." Zhang Fang said that the heavier the task, the higher the income, and everyone is full of energy.
"Not only employees, but all aspects are awesome." Xu Baihua, the company's general manager, introduced that the State Grid Shaoxing Shangyu District Power Supply Company, the District Water Group, and the District Natural Gas Company jointly inspected and maintained equipment and lines to provide reliable guarantees for the start of work for enterprises.
On the basis of the early implementation of 12 measures of "rushing to get started and stabilizing growth", Shangyu District has successively issued 24 policies, and arranged more than 2 billion yuan of policy funds throughout the year to encourage enterprises to resume work quickly and stabilize production with "real money".
Aksilon Shunhua has a new factory building, which is expected to be put into trial operation in the second quarter. This is a water-based coating production line for cosmetic packaging materials, which can replace high-content volatile organic coatings such as inks, solving the problem of pollutant emissions from the source. "The government encourages source substitution and technological upgrading, and can obtain subsidies of up to 30% of the company's equipment investment!" said Xu Baihua.
Outside the factory, Chen Fengfei, director of the company's marketing center, is seeing off visiting customers. "We plan to further expand overseas markets," she simply "settled down" in the office and studied a policy package full of practical information: the company plans to participate in exhibitions in Dubai, Monaco and other places, and the booth fee subsidy can be up to 100%; inviting foreign businessmen to enter for business negotiations, the company can get a reward of 5,000 yuan per person... "To stabilize production, we must take multiple measures to make companies feel more fulfilled." According to the relevant person in charge of the Zhejiang Provincial Department of Commerce, Zhejiang will implement the action of expanding the market, grabbing orders and attracting projects this year, and plans to hold 600 events, focusing on holding and supporting more than 130 exhibitions; measures such as increasing policy-based special loans for foreign trade industries and accelerating the construction of foreign trade financial systems will also continue to be implemented.
The policy is strong and the companies are confident. Chen Fengfei said: "In early February, we reached a follow-up cooperation intention with two foreign companies." According to the production situation of each plant, the company's output value in the first quarter increased by at least 5% year-on-year, and annual sales are expected to return to the peak before the epidemic.
Smooth Channel - An Efficient and Fast Route
The long whistle is heard along with the morning sea breeze to the shore of Qingdao Port in Shandong Province. This is the sixth largest container port in the world and the port with the highest route density in northern China, with more than 220 container routes.
On February 19, the "Oriental Belgium" cargo ship from the Regional Comprehensive Economic Partnership (RCEP) route docked steadily at berth 105 of Qianwan Port, but the operation area was empty--
"This is a fully automated terminal that has broken the world record for loading and unloading efficiency nine times. It integrates the Internet of Things, big data, artificial intelligence, and automatic control, and operates automatically throughout the process." Li Qiang, deputy manager of the automated terminal operation department of Qingdao Port, explained that relying on the intelligent management and control system independently developed by Qingdao Port, the bridge crane automatically scans the outline of the ship and identifies the target position in real time; the guide vehicle is equipped with a laser anti-collision system and an ultrasonic sensing system to continuously transport containers to the yard; the rail crane completes the stacking, receiving and sending operations at high speed and accurately according to the tasks issued by the system...
After unloading, container trucks were constantly coming and going next to the "Oriental Belgium" freighter, delivering imported goods to the Qingdao Customs inspection platform to accept customs information verification, machine inspection image inspection and other supervision, while loading export goods and loading them by bridge crane.
The customs supervision procedures have been completed before the loading is completed. This efficiency is due to the RCEP route ship passage facilitation measures launched by Qingdao Customs. Perishable goods originating from RCEP member countries that arrive at the supervision work site and submit complete information will be released within 6 hours.
Export customs clearance procedures can be handled online. "Online viewing, downloading, and printing, no need to run errands back and forth, waiting on the shore, saving time and reducing costs." Zhao Wenjuan, business manager of Rizhao Jinhe Biochemical Group Co., Ltd., shook the paper in her hand: "Look, the RCEP certificate of origin has also been processed in advance."
With this certificate, the company's 380 tons of citrate can be reduced from the original 5% to zero tariff when clearing customs in Indonesia, and the tax reduction and exemption exceeds 120,000 yuan. Benefiting from RCEP, the company expects export orders to increase by more than 15% this year.
In January 2022, China's first RCEP certificate of origin was issued here. In January this year, Qingdao Customs issued 7,451 certificates, with a value of 1.67 billion yuan of preferential export goods, up 62.4% and 16% year-on-year respectively; a total of 430 million yuan of imported goods were subject to RCEP preferential tariffs, and 24 million yuan of tax concessions were reduced, up 3 times and 3.6 times year-on-year respectively. Bi Haijun, director of the Customs Tariff Department of Qingdao Customs, said: "We have also developed a smart tax collection and management system to accurately locate enterprises in the jurisdiction that do not enjoy enough preferential treatment and guide them to enjoy dividends such as tariff concessions." With the formal entry into force of RCEP last year, the port economy has become more active. Qingdao Port has strengthened cooperation with key companies and opened up nearly 100 RCEP routes. Li Qiang said: "Since the beginning of this year, container throughput has increased by 10.4% year-on-year and berth efficiency has increased by 9.9% year-on-year, achieving the best results in the same period." At night, the "Oriental Belgium" freighter sounded the whistle again and set sail with full load. The freighter imported and exported a total of 1,129 natural boxes this time, with a ship-hour efficiency of 111.77 natural boxes per hour. It left the berth 2 hours earlier than originally planned and will arrive at its destination in 3 days.
