Affected by the economic situation outside China, China's renewable resources market has been depressed in the past two years, the price of main renewable resources varieties has continued to fall, and the profits of recycling enterprises have been reduced, the entire industry is weak, and many enterprises are in the state of production or semi-production. According to the "China Renewable Resources Recycling Industry Development Report (2016)" released by the Ministry of Commerce, the recycling price of China's top ten varieties of renewable resources fell by 20.1% last year, of which scrapped ships fell the most, down 47.2%. Under such circumstances, the "Belt and Road" economic and trade cooperation has become a breakthrough in the development of China's renewable resources industry.

Recycling of renewable resources in many countries along the "Belt and Road" is still in its infancy. According to the China Renewable Resources Recycling Association, at present, the treatment of solid waste in Southeast Asian countries mainly relies on open stacking, discarding, incineration and landfilling, of which the proportion of open stacking is more than 50%. Peng Xushu, deputy director of the Key Research Office of circular Economy of the Chinese Academy of Social Sciences, said that Southeast Asian countries have begun to realize the importance of resource recycling, but most of its renewable resources recycling industry is in a nascent state, and it urgently needs relevant management experience and technical equipment, which provides an opportunity for China's renewable resources industry.

After decades of development, China's renewable resources industry has continuously improved its industry concentration, and basically formed a renewable resources recycling and utilization model with Chinese characteristics of "multiple recycling types, advanced and applicable technology and environmental protection, high resource utilization efficiency, and low construction and equipment costs". Dai Nanchang, general manager of Lanzhou renewable Resources Recycling Company, said that for the "Belt and Road" countries, the applicability of China's renewable resources recycling model is strong.

In addition, countries along the "Belt and Road" have low labor costs. According to the China Renewable Resources Recycling Association, the monthly labor cost of the waste plastics industry is $300 in Indonesia, about $250 in Vietnam, and only $100 in Cambodia, while the labor cost in the Pearl River Delta region is about $600. Hu Pinlong, general manager of Jiangsu Huahong Technology Co., LTD., said that Chinese renewable resources enterprises can completely transfer the early work in the industrial chain with high labor intensity and low added value of products to Southeast Asia to reduce costs and increase profits.

When talking about how China's renewable resources enterprises should go global, Jiang said: on the one hand, we should strengthen policy communication, cultural exchanges, academic exchanges, and technical research through social organizations to create a good cooperation environment; On the other hand, renewable resource enterprises should form industrial clusters and establish industrial parks and development zones in China through cooperation, so as to obtain better industrial policies in their countries.
