From the situation of last week's inspection, there are still many problems in the cleaning up and rectification of "scattered pollution" enterprises. Among the "scattered and dirty" problem enterprises found, 564 new "scattered and dirty" enterprises outside the list were found, and a number of unreported "scattered and dirty" enterprise clusters were found.

In Fenggrun District of Tangshan City, Hebei Province, 11 "scattered pollution" metal processing enterprises were found, which did not handle environmental protection procedures, were not equipped with waste gas collection and treatment facilities, and were seriously disorganized by open-air cutting and painting. Baoding City, Hebei Province, Mancheng Fangshunqiao Town Fangshunqiao village found a cluster of 35 plastic recycling and processing and waste aluminum recycling melting processing of "scattered pollution" enterprise cluster, there are no environmental protection treatment facilities, exhaust gas straight discharge, sewage flow. 12 wood processing enterprises were found along the S315 line of Xiaowang Village - Kong Town, Yang 'an Town, Leling City, Dezhou City, Shandong Province. During the on-site inspection, they were all in production, peeling and sawing facilities were operating in the open air, there was no supporting the construction of pollution prevention and control facilities, and dust emission was serious. Youfang Li Village, Ningjin County, Dezhou City, Shandong Province, found 17 "scattered pollution" clusters of casting processing points, all without environmental protection procedures, are in open air production, the furnace has not been dismantled, the dust removal facilities are not operating normally, and the unorganized emissions are serious. In addition, more than 500 wood processing enterprises were found along the road in Zhuangzhai Town, Caoxian County, Heze City, Shandong Province. In Qindian Village, Yucheng City, Dezhou City, there are more than 20 "scattered pollution" enterprises, such as casting, fertilizer production workshops, plastic pipe manufacturing, sand material and cinder plants.

Two, there are also places to hide the phenomenon of "scattered pollution" enterprises

Inspection team in Shandong Dezhou Pingyuan County En town blacksmith village inspection found that the village has 17 wood processing enterprises, no environmental procedures, no cut off water and power, production equipment, raw materials and products are not cleaned up, only 2 in the local report of "scattered pollution" enterprise list. Shandong Dezhou City Ningjin County, Duji town, Wangtingfu village inspection found that the village gathered more than 30 furniture processing, painting "scattered pollution" processing points, are not supporting the construction of pollution control facilities, only 2 in the local report of "scattered pollution" enterprise list. Wang Yingwu Village, Guo Yingwu Village, Laojuntang Village Ningdong Road east and west sides gathered 32 wood stubble processing, spray painting processing based "scattered pollution" enterprise cluster, only 18 in the local report of "scattered pollution" enterprise list.

Three, some enterprises tear seals illegal production

When the inspection team inspected Wucheng Health Plastic Industry Co., Ltd. in Wucheng County, Dezhou City, Shandong Province, it was found that the local people's government affixed a seal to the company's main switch on May 22, 2017, and the factory did not produce the switch seal when the inspection team inspected the site, but the main switch seal was torn down, and four plastic injection molding machines had waste heat, suspected of illegal production. The inspection team in Shandong province Dezhou Ningjin County of Fu Wen Bin casting factory inspection, on-site inspection of the factory in a state of production, the factory no environmental procedures, the local environmental protection bureau has the company's circuit was sealed, the inspection team found that the enterprise tore the circuit seal illegal production, equipment has waste heat, there are obvious traces of production, not cut off water and power, production equipment, raw materials and products have not been cleaned.

The above problems, the inspection team has been timely handed over to the local environmental protection department for further investigation and treatment. The Ministry of Environmental Protection stressed that the "scattered pollution" cluster rectification is the focus of strengthening supervision at the current stage, and governments at all levels must grasp the key points, crack the difficulties, cover the blind spots, innovate ways and methods to ensure that the "scattered pollution" enterprises clean up and rectify the responsibility in place, measures in place, and remediation in place.
