Disguised as a tree, Li Guochao lurks in the woods of Qianlu Lake with a camera.

Surrounded by wetlands, birds fly by from time to time. In the swamps in the distance, there are "chirp chirp" sounds coming one after another.

He can clearly distinguish that this is the call of spot-billed ducks: "They fly from the north, and then they stay."

Li Guochao, a native of Wuping, is an old photographer with nearly 40 years of "photography experience". His lens, from black and white to color, from film to digital, records the changes and development of this "first county in China's forest reform".

Li Guochao is also a new "enthusiast" - bird photography. In recent years, he has been lingering in Wuping Zhongshan River National Wetland Park, witnessing a large number of spot-billed ducks migrating southward, and also snapping photos of a group of distinguished guests in the park - rare birds such as blue-throated bee-eaters and crested pochards.

These "migrant birds" have become a vivid footnote to "Come to Wuping, I'll "oxygenate" you."

"Poetry and Distant Places" at the Doorstep

No one expected that there would be such a large wetland park in a small county town.

A 10-minute drive from the main urban area, the Wuping Zhongshan River National Wetland Park with a total area of 23,000 mu comes into view, with ponds, lakes, swamps, farmland and forests interlaced. The Qianlu Lake in it has fresh air, the fluttering birds are shadowy, and the calls of various birds and birds are one after another, as if to show that they are the masters here.

They are indeed the masters here. According to incomplete statistics, since the park opened in December 2019, 297 species of wild vertebrates have appeared in the park. Among the heron family alone, there are egrets, herons, night herons, pond herons, grass herons, green herons, cattle egrets and many other species.

For a period of time, Li Guochao went to the park to "chase birds" at 4 o'clock every morning. In 2021, he photographed the "most beautiful bird in China" blue-throated bee-eater in the park, and estimated that there were about 60 to 80 birds in the flock.

As soon as his photos were published, they were screened all over the Internet, with a total of more than 10 million clicks. It is not a traditional bird-watching site, but various rare birds have appeared in Wuping Qianlu Lake. Li Guochao laughed and said: "It is said that ducks know first when the spring river water warms, and birds must know first when the environment improves."

If it were not for the memories left in the light and shadow, it would be hard to imagine that just a few years ago, the periphery of Qianlu Lake was still a pig farm.

At that time, there were problems such as disorderly pig farming in the upstream and downstream and surrounding river tributaries, and the water quality was polluted to varying degrees. Due to the imperfect infrastructure for ecological environment restoration, nearly two-thirds of the wetlands were severely damaged, and water birds and native species decreased.

Faced with the dilemma, Wuping people carried forward the spirit of Wuping forest reform of "daring to be the first and fighting in relays", "controlling water" with an iron fist, and taking multiple measures to continue to carry out comprehensive remediation of pig farming pollution. At the end of 2015, Zhongshan River National Wetland Park was approved for pilot construction. Wuping people adhered to the systematic idea of "mountains, rivers, forests, fields, lakes and grasses are a community of life". On the basis of completing the pollution surface source control, they explored an effective path suitable for wetland ecological restoration and ecological diversity protection, built China's largest wetland aquatic bellows tree community, and created an egret protection area...

A group of people, one heart, working together, will succeed. In December 2019, Zhongshan River passed the acceptance of the National Forestry and Grassland Administration one year ahead of schedule and became a national wetland park. The construction of beautiful rivers and lakes has effectively released ecological dividends, not only achieving harmony between people and water, becoming the "poetry and distant place" at the doorstep of Wuping people, but also attracting visitors from all directions, driving the tertiary industry, and accelerating the increase of income and wealth of mountain people.

Data show that Wuping's forest coverage rate has reached 79.7%. The average content of negative oxygen ions is 3,500 per cubic centimeter, which is three times the "fresh air" standard set by the World Health Organization.

The good ecology not only attracts flocks of birds migrating south, but also attracts cyclists in droves, creating Wuping's unique cycling culture.

Li Xiongchang, a native of the old Chengguan, loves outdoor sports. He and several friends spontaneously established the Wuping Cycling Association. When they rode around Wuping, they posted the beautiful scenery along the way to local forums, QQ groups, etc., which gradually attracted attention from the industry and also received attention from the county's cultural and tourism bureau.

Under the leadership of the county's cultural and tourism bureau, the first Liangye Mountain China Mountain Bike Climbing Competition was held in 2015. 500 outstanding Chinese riders gathered in Wuping, making Wuping famous in the Chinese cycling circle.

Afterwards, the Wuping County Party Committee and the County Government took this opportunity to successively create 6 cycling routes with their own characteristics, and built a cultural and tourism complex integrating food, accommodation, travel, nursing, research and other industries along the way, set up cycling stations, and equipped cycling butlers, so that ordinary tourists can "ride in Wuping and have endless fun".

The air is getting better and better, and the popularity is getting stronger and stronger. Nowadays, several Chinese cycling events are held in Wuping every year. Li Xiongchang has also made more and more cycling friends. He said that at the beginning, only members of the association made appointments to ride together, but now cycling has become a national sport, and both the host and the guest enjoy it.

Li Xiongchang also discovered a "little secret": Zhang Lihua, the county party secretary, who often rides on weekends and holidays. She and the cadres of the county-level organs have become a member of the promotion of Wuping's cycling brand, focusing their vision on the vast grassroots, discovering and solving problems along the way.

Go to the vast world to find the "golden baby"

On the south side of the county, Xinyue Park with a total area of 350 acres is built on the mountain. Climb up the steps and climb to the top of the mountain. In the middle of the Tianyuan Square Square, there is a 9-meter-diameter "Fu" character, which allows visitors from all sides to climb up and see the blessing and feel comfortable physically and mentally.

The "Xinyue" that was just completed and opened last year is not just a park. Wuping people, who are engraved with the genes of mass innovation, also designed it as an outdoor urban planning theme pavilion. From the evolution of counties and counties to the national land space planning, here, Wuping's history, present and future are all "open" to tourists and the public.

From the top of Xinyue Park, the county looks like a huge real-life sand table. To the south, Zhongshan River National Wetland Park has clear water, green banks, and beautiful scenery; to the north, Liangye Mountain National Nature Reserve, surrounded by clouds and mist, is majestic and majestic, with vast forests.

Located between the wetland park and Liangye Mountain is the Wuping High-tech Industrial Park, the first provincial-level high-tech industrial park settled in the county. This park, which focuses on the new display industry, has now become a landscape on the "sand table", supporting the industrial backbone of Wuping County.

Wuping is located at the junction of Fujian, Guangdong and Jiangxi provinces, and is one of the counties farthest from the provincial capital Fuzhou in Fujian Province.

In the past, the remote location of the "end of the province" has always been regarded as a disadvantage for economic development. But once the thinking changes, the world will be wider. In recent years, Wuping County has keenly discovered in attracting investment that with the continuous increase in rents, raw material prices and labor costs, many industries have shifted from relatively mature manufacturing bases to other areas with relatively low costs, which has gradually become a trend.

In 2019, the Wuping County investment promotion team went to Guangdong for many surveys and found that the local new display industry showed signs of overall spillover in the transformation and upgrading. For Wuping, which has no industrial foundation, can it be taken over? After chatting with some companies, they were quite interested in Wuping, which is less than 500 kilometers away from Guangdong. "The tail of the province" has become an advantage.

With bold ideas, we must also be careful to verify. In September 2020, when they heard that the "Cross-Strait New Display Industry Summit Forum" was held in Nanjing and more than 600 foreign experts from China attended the meeting, the leaders of Wuping County could not sit still.

Zhang Lihua led Li Kaidong, director of the county's Industry and Information Technology Bureau, and his party to Nanjing. Without tickets, they found a way to enter the venue and stood throughout the main forum and three special sub-forums. Afterwards, they "waited for rabbits" in the hotel lobby to intercept Ouyang Zhongcan, an academician of the Chinese Academy of Sciences, and others, explained their intentions, and handed over the research report on Wuping's development of the new display industry that they had prepared in advance.

Academician Ouyang was moved by their persistence and dedication, and learned about the basic situation of Wuping in detail, and gave pertinent opinions: Wuping can develop new displays, but it must take a distinctive and differentiated path, focusing on the development of small and medium-sized screens.

The experts' words gave them a reassurance. For four years, Wuping has been wholeheartedly promoting the development of the new display industry. As of now, the new display industry chain has taken shape, with a total of 109 companies distributed in the upper, middle and lower reaches of the industry chain. From January to August this year, 41 information industry companies focusing on new displays accounted for 30.8% of the county's industrial output value.

Looking back on the development of the new display industry from scratch, Zhang Lihua was very emotional: "Who said that high-tech industries cannot be developed in mountainous areas? The most important thing is to tear down the wall of inertial thinking and go to the vast world to find "golden babies."

Mountainous areas go out and talents flow in. In recent years, many new display talents have moved in with the industry and become "new Wuping people." "I applied for transfer to Wuping last year, and brought my children here in less than a month." Tu Dizhu, purchasing manager of Fujian Xienkai Electronics Co., Ltd., originally worked in Huizhou, Guangdong. According to local policies, his children could not attend public schools, so the two children had to stay in their hometown of Xianning, Hubei.

What attracted him to Wuping was precisely the talent policy: in addition to living allowances and housing subsidies, there is also "quick placement" for children's schooling.

"Wuping's industry is developing rapidly, the policy environment is good, and the "host-guest sharing" initiative is implemented in all aspects, which makes people feel very warm." Yu Hongxia, general manager of the company, introduced that Xienkai is the first new display terminal finished product enterprise to settle in the park. In the four years since its establishment, the number of employees has grown from more than 40 to more than 400, becoming a vivid witness to Wuping's "magnetic attraction".

Ordinary people's cars parked in the government compound

"Host-guest sharing, warm and comfortable". The warm IP that this small city has worked hard to create with its arms open has already been deeply rooted in the hearts of the people.

The temperature in Wuping dropped sharply in winter, but sanitation worker Lan Shanzeng felt warm in his heart.

After cleaning his area of responsibility, he came to the Love Station on Jiaoyu Road, poured a cup of hot water, and sat down to rest. Lan Shanzeng still remembers the days when he worked outdoors in the sun and wind two years ago. "Before there was a love station, I could only squat under a tree to cool off in the summer and shiver in the cold on the street in the winter." Lan Shanzeng said, "Now that there is a station, I can go to the station to drink hot water after work, and I can heat up the food I brought at noon. The facilities are more complete than at home." Although this small house of more than ten square meters is not big, it has all the basic facilities such as a kettle, microwave oven, multi-function mobile phone charging port, air conditioner, emergency medicine box, etc., which can meet the basic needs of outdoor workers such as drinking water, hot meals, rest and toilet.

Not only sanitation workers like Lan Shanzeng, the love station is open to everyone. Outdoor workers such as traffic police, takeaway brothers, bus drivers and ordinary citizens can come in to rest at any time from 8:00 to 18:00 every day, and sanitation workers can enter 24 hours a day by face scanning. At present, 44 love stations are spread across the county's urban areas and towns, becoming a "warm harbor" for the people of Wuping.

Public resources, shared by the people, is the original intention that Wuping has always adhered to.

For more than a year, residents living near the government road do not have to worry about "grabbing parking spaces" after getting home from work, but drive their cars into the county government compound.

In order to alleviate the "difficulty of parking" for the masses, starting from October 1 last year, the Wuping County Government Compound took the lead in opening the "gate", and the parking lot in the compound was open to the public at night on weekdays. At the same time, 500 parking spaces of 21 government agencies, enterprises and institutions in the urban area are open to the public on weekends and statutory holidays.

Before the decision was made, a staff member raised an objection: "Will it affect the parking of official vehicles during the day?"

"If there are concerns, you can list them one by one and think of a plan in advance. But the starting point of our work should be to help the people solve their difficulties." said Zhang Lihua, secretary of the county party committee.

Opening the government compound requires courage and boldness, and more importantly, confidence and responsibility. "Facts have proved that the parking lot of the compound has been in good order for more than a year since it was opened. The people are very welcoming and cooperative." Zhu Zhaosheng, the head of the Urban Supervision Section of Wuping County Urban Management Bureau, said.

Led by the county government, many towns and villages have also begun to "open up" public resources and let the people "walk in".

The rice harvest season is the month for villagers to dry their grains. In the past, villagers mostly dried millet on both sides of the road. In addition to affecting traffic, rice was easily crushed by cars, causing losses.

But this year, the golden grains were spread on the squares in many towns and villages. Wan'an Town, Minzhu Township, Zhongchi Town and other towns and villages opened village offices, fitness squares, cultural centers, etc. to "clear land" for farmers to dry their rice.

The sun shines on the rice and on the smiling faces of the people. "The square is so big that it can be dried in two or three days. This year's rice is not bad at all!" said Zhu Jinhua, a villager in Zhongchi Village, Zhongchi Town.

Sharing public resources demolishes invisible walls and opens the walls of people's hearts.

The concept of openness and sharing is deeply rooted in the hearts of the people. Such a Wuping is warm and comfortable.

Anyone can listen and anyone can speak

On the evening of December 6, Li Zhen from Shifang Town, Wuping County, held a plastic bag containing personal belongings in his hand and stared at the stage.

On the stage, "L¨¹ Dongbin" made things difficult for mortals with a smile: "There are four kinds of medicines to buy from Telaibaohao. You have heard that one must buy Chengxin Pills, two must buy Ruyi Pills, three must buy trouble paste, and four must buy resentment powder." "Bai Mudan" responded neither servilely nor arrogantly: "The four kinds of medicinal materials, I have prepared them for you long ago."

The plot of the fight between humans and gods caused the audience to hold their breath and laugh from time to time.

Li Zhen also grinned. After working as a cleaner in the county town for more than two years, she would turn to the entrance of the Liyuan in the Xingxianfang Cultural District every Wednesday, Friday and Saturday after work to listen to the Western Fujian Han Opera for an hour before returning to her rented house.

Western Fujian Han Opera is an ancient opera that the Hakka people love very much. Wuping County established a Han Opera Troupe in the 1950s, becoming the only county-level professional Han Opera performance group in the province. With the support of government funds and policies, the Wuping Han Opera Troupe has gone to villages and campuses in recent years, and has performed 150 shows in the Liyuan alone every year.

"It is very popular, and parents often bring their children to listen." Zhong Wenfeng, director of the Wuping Han Opera Troupe, said that many years of performances have accumulated a broad mass base, and since the Xingxianfang cultural district, an open cultural district, was built and operated in 2020, people have had the "Liyuan" as a fixed check-in point, and they have listened to the opera more frequently.

To activate the spring water of grassroots cultural life, there must be not only a "stage" but also a "play". In Liangshan Academy in the center of the block, the "Wuping Storytelling Club" will start in 2022.

Through the model of "government-led and the participation of the whole society", local "five old" personnel, local cultural talents, youth preachers, moral models and other party members and masses have taken the stage to share the party's innovative theories and Wuping's history, culture and folk customs with the masses through the "Wuping Storytelling Club". So far, 89 sessions have been held, with more than 10,000 people participating.

The voice of sharing also came from the county public cultural center, which is two kilometers away from Xingxianfang.

"A person's growth is inseparable from reading. Reading makes people enjoy the pleasure from the depths of their souls." On the evening of December 7, in the library of the county cultural center, more than 50 party members and cadres from Pingchuan Street sat together to exchange their experiences on the theme of "The meaning of reading in life".

The opportunity to participate in the book sharing session was "grabbed" by Pingchuan Street.

In recent years, Wuping has created a national reading brand of "Book-scented Offices, Charming Wuping", and conducts book sharing activities every Thursday night at the County Cultural Center Library.

The organizer needs to make an appointment with the Propaganda Department of the County Party Committee in advance. One month ago, after Pingchuan Street applied for a special sharing session, it issued a registration notice to party members and cadres on the official account.

This sharing session was held in an open space in the library. The onlookers sat or stood to listen to the sharing and could raise their hands to ask questions at any time.

"Love reading, read good books, and be good at reading. Not only can you make friends in reading, but you can also lead others in reading." Huang Huiying, director of the County Library, observed that from the "storytelling session" that the people love to hear and see to the "reading club" that promotes deep thinking, the different cultural needs of the people are met, their spirits are richer, and their sense of happiness is getting stronger and stronger.

Huang Huiying also saw this sense of happiness on the faces of many special people. In the reading room for the visually impaired on the first floor of the cultural center, the cabinets are filled with octavo-sized Braille books. When opened, the dark brown matte kraft paper is printed with dense convex dots. When the fingers are passed over, the words on it flow quietly into the minds of the blind like a river.

Deng Jinquan, a visually impaired person, is a frequent visitor here. He likes to stand in front of the cabinet for half an hour. When he is tired, he walks to the side to listen to books. There is an intelligent audio book player there. When the book is placed on the sensor panel, the sound of reading can be heard immediately.

Next to the reading room for the visually impaired is the Sunshine Barrier-free Cinema, where the visually impaired can experience the various aspects of life in the movie through real-time screen plot explanations.

"Here, I can read books and watch movies like ordinary people, and feel that my world is getting bigger and bigger." Deng Jinquan said.

The people of Wuping have been looking forward to it. On December 26, the Longyan to Wuping section of the Longlong High-speed Railway was officially opened to traffic, making all kinds of travel more convenient. The people of Wuping have a new goal: to fully promote the construction of the Wuping to Meizhou section, quickly build a golden channel to the Guangdong-Hong Kong-Macao Greater Bay Area, and strive to create a model of counterpart cooperation between the "old district + the Bay Area".
