New chemical materials should focus on high-end differentiation

Experts attending the seminar said that in the complex situation of China's foreign development, China's new chemical materials industry must break through the bottleneck, make up for the shortcomings, and make positive progress in the high-end and differentiation of the industry in order to achieve high-quality development.
Zhang Hailiang, deputy director of the raw material Industry Department of the Ministry of Industry and Information Technology, introduced that during the "13th Five-Year Plan" period, China's chemical new materials enterprises developed rapidly, the industrial scale increased substantially, and the development quality continued to improve. In 2020, the output value of China's new chemical materials will exceed 650 billion yuan, an increase of 1.5 times compared with 2005. A number of enterprises continue to innovate in their respective professional fields and continue to grow into specialized new chemical materials enterprises.
But in spite of this, China's new chemical materials industry still has drawbacks. Li Shousheng, president of the China Petroleum and Chemical Industry Federation, pointed out that China still has many problems in the supply of a large number of high-end new materials. In 2020, the output of new chemical materials in China is about 27 million tons, but the consumption is as high as 38 million tons, a gap of 11 million tons, and the self-sufficiency rate of new chemical materials is only 71%. In some key resin materials, special fibers, high-performance membrane materials, electronic chemicals and other fields, the problem of short board is very prominent, seriously restricting the development of downstream high-end manufacturing industry.
Li Shousheng proposed that during the "Fourteenth Five-Year Plan" period, the chemical new material industry must grasp the strategic opportunity period of China's economic development and focus on four aspects of work. First, speed up the key products to make up for weaknesses and enhance the ability of independent security. Focusing on the demand for high-end new chemical materials in aerospace, electronic information, new energy and other industries, priority will be given to products that are urgently needed for industrial safety, have a good research and development foundation, and have great market potential, and the supply bottleneck of a number of key new chemical materials and key supporting raw materials will be broken. Second, optimize and improve the performance of existing materials to meet the needs of the national economy. Select a group of key new chemical material products with large demand, wide application and good technical foundation to solve the problem of performance improvement and high cost. Third, promote the market application of new materials and promote the coordinated development of upstream and downstream. In response to the requirements of downstream industries on product performance, we will strengthen applied research and development, enhance the ability to provide specialized, mass and customized services, and promote the coordinated development of the upstream and downstream of the industrial chain. Fourth, we will strengthen research on cutting-edge materials and seize the commanding heights of technology. We will follow the scientific and technological development trend of the global petroleum and chemical industries, give full play to the strength of universities and research institutes, and actively carry out research layout of cutting-edge materials.
Director of the Secretariat of the National New Materials Industry Development Expert Advisory Committee Xie Man also put forward suggestions for the development of new materials industry: First, in terms of original ability, China needs to create new demands that have not yet appeared in the market, and form a real core competitive advantage through independent search for paths, and construct a multi-dimensional and hierarchical independent innovation system for new materials. Second, in the field of application, it is necessary to move new materials from inadequate independent protection to basic independent protection. Third, in terms of quality and efficiency, it is necessary to refine, green and intelligent materials and technologies, achieve high quality and high price through market traction, change the development model through policy design, and actively promote application through industrial demonstration. Fourth, in terms of energy consumption, carbon emission reduction can be achieved by controlling the scale of production capacity and improving energy utilization efficiency. Fifth, in terms of industrial clusters, we should move from "small, scattered and chaotic" development to cluster development. By opening up industrial chains, innovation chains and capital chains, we should improve the innovation ecology, establish large platforms, form large teams and form large systems.
Zhao Jungui, vice president and secretary general of the Petrochemical Federation, believes that during the "14th Five-Year Plan" period, the total economic volume of chemical new materials should achieve accelerated growth, and it is necessary to make significant progress in the high-end and differentiation of the industry, and focus on breaking through the key technologies and key equipment of the "jam" to achieve high performance and sustainable green development.
