Promoting the construction of marine ecological civilization
Global marine ecological environment protection has become a major issue of common concern to the international community. Recently, China has demonstrated its in-depth practice and remarkable achievements in this field with the white paper "China's Marine Ecological Environment Protection", and made it clear that the construction of marine ecological civilization is not only related to regional development, but also the common responsibility of all mankind. By building a harmonious ecological environment between man and sea, promoting green and low-carbon development of the ocean, actively participating in international cooperation, and jointly building a community with a shared future for the ocean, China has made important contributions to the realization of sustainable development of the global ocean. As a major marine province and a strong economic province in China, Shandong Province has played a key role in promoting the construction of marine ecological civilization. By implementing marine ecological protection and restoration projects and developing marine high-tech industries, Shandong has effectively promoted the green transformation and upgrading of the marine economy. At the same time, actively participating in international marine cooperation and helping to build a community with a shared future for the ocean have demonstrated Shandong's style as a major province in global ocean governance. Explaining the concept and practice path of marine ecological environment protection in Shandong Province with the construction of marine ecological civilization as the core is an important part of the "China has an appointment • Meet in Shandong" event to show Shandong Province's contribution to global ocean governance Chinese wisdom and responsibility at home and abroad.
I. Connotation of marine ecological civilization and policy orientation of Shandong Province
Marine ecological civilization is a comprehensive concept covering ecological protection, rational use of resources and environmentally friendly development, and has been widely supported and practiced by the government and all sectors of society. The white paper "China's Marine Ecological Environment Protection" specifically shows how China strengthens marine ecological protection through legislation, policy formulation and international cooperation. China has always emphasized the concept of "harmonious coexistence between man and nature" and has elevated the construction of ecological civilization to a strategic level for national development. By formulating marine policies such as establishing marine ecological protection areas and implementing marine environmental protection projects, it reflects the core of the concept of marine ecological civilization and promotes the comprehensive governance of marine pollution, which not only improves the overall quality of China's marine environment, but also makes positive contributions to the healthy development of the global marine ecosystem.
Shandong Province has rich marine resources and profound historical and cultural heritage, and has a unique perspective on the understanding and practice of marine ecological civilization. In terms of policy orientation, Shandong Province attaches great importance to and actively promotes the construction of marine ecological civilization. It has successively issued important documents such as the "14th Five-Year Plan for Marine Ecological Environment Protection in Shandong Province (Revised Edition)", the "Action Plan for Building a Strong Marine Province in Shandong Province", and the "Action Plan for Building a Strong Marine Province". It clarifies the goals, tasks and measures for the construction of marine ecological civilization, and proposes to build an "ecological ocean", build a "harmonious ocean", embrace a "happy ocean", and create a development concept of "blue engine" for high-quality development. Shandong Province emphasizes the coordination and unity of marine ecological protection and economic development. On the one hand, by delineating the red line for marine ecological protection, establishing marine nature reserves and marine special protection areas, important ecosystems and biodiversity hotspots are strictly protected. On the other hand, the green transformation of the marine economy is promoted, and strategic emerging industries such as marine high-tech industries, marine biomedicine, and marine new energy are developed to achieve high-quality development of the marine economy. This policy orientation reflects Shandong's core demands for the concept of marine ecological civilization, that is, high-quality development in system protection and improvement of current protection measures in high-quality development.
II. Shandong Province's marine ecological civilization construction practice and international cooperation
Shandong Province has achieved fruitful results in marine ecological civilization construction and international cooperation, which are specifically reflected in ecological protection and restoration, land-based pollution prevention and control, marine science and technology innovation, marine cultural heritage and global ocean governance.
In terms of marine ecosystem protection and restoration, Shandong Province has implemented a series of major projects. For example, the Yellow River Delta coastal wetland protection and restoration project has restored the habitats of a large number of rare birds and aquatic organisms; the coastal zone ecological restoration project has restored more than 500km of damaged coastline and improved the ecological functions of coastal areas. The above measures have effectively maintained marine biodiversity and promoted the steady improvement of the stability and sustainability of the ecosystem. At the same time, Shandong Province has made remarkable progress in marine pollution prevention and control. Through the implementation of pollution control of rivers entering the sea and environmental monitoring of nearshore waters, the water quality of nearshore waters has been significantly improved. According to the monitoring data of the ecological environment department, the proportion of Class I and Class II water quality in Shandong's nearshore waters has increased year by year, and the overall quality of the marine ecological environment has improved. At the same time, Shandong has promoted the comprehensive management of marine garbage and carried out special rectification actions for marine plastic pollution, effectively reducing the generation and accumulation of marine garbage.
Shandong Province has vigorously promoted marine scientific and technological innovation. Relying on marine scientific research highlands such as Qingdao and Yantai, it has gathered high-level scientific research institutions such as the Ocean University of China and the Institute of Oceanology of the Chinese Academy of Sciences, forming a driving force for marine scientific and technological innovation. It has developed a number of internationally leading marine observation and monitoring technologies, such as independently developed deep-sea detection equipment and marine environmental monitoring systems, which provide strong technical support for marine ecological environmental protection. In addition, Shandong's high-tech enterprises have made major breakthroughs in the fields of marine biomedicine and marine engineering equipment, promoting the transformation and upgrading of the marine industry. In addition, Shandong Province pays attention to the protection and inheritance of marine culture. Marine fishery culture and marine sacrificial culture represented by the Jiaodong Peninsula have been included in the national intangible cultural heritage list. By holding marine cultural festivals and building marine cultural museums, we will promote marine culture and enhance the public's recognition and participation in marine ecological protection. Characteristic intangible cultural heritage projects such as "Ocean Chant" and "Fishing Lantern Dance" show Shandong's profound historical and cultural heritage and enrich the connotation of marine culture.
In terms of international cooperation, Shandong actively participates in global marine ecological governance. It has carried out cooperative projects on marine ecological environment monitoring and protection with neighboring countries such as Japan and South Korea, and jointly studied ecological and environmental problems in the Yellow Sea, Bohai Sea and other sea areas. It has participated in many international marine scientific research programs such as the United Nations "Ocean Decade" and shared the experience and achievements of marine ecological protection with countries around the world. At the same time, the Qingdao National Laboratory for Marine Science and Technology has established cooperative relations with scientific research institutions in many countries, promoting international exchanges and cooperation in marine science and technology.
III. Prospects and responsibilities for the construction of marine ecological civilization in Shandong Province
Looking to the future, Shandong Province will face new opportunities and challenges in the construction of marine ecological civilization. The intensification of global climate change, marine pollution and other problems requires Shandong Province to further enhance its ability and level of marine ecological environment protection. First, Shandong Province needs to continue to deepen the reform of the system and mechanism of marine ecological protection, improve the legal and regulatory system of marine ecological environment protection, strengthen law enforcement and supervision, and ensure that various protection measures are implemented; promote the establishment of a marine ecological compensation mechanism, encourage social capital to participate in marine ecological protection and restoration projects, and form a diversified ecological protection investment and financing channel. Secondly, we should increase the intensity of marine science and technology innovation, focus on breakthroughs in key technologies such as marine ecological environment monitoring and marine biological resource protection, and enhance the scientific and technological support capabilities for marine ecological environment protection; cultivate and introduce high-level marine science and technology talents, and build a high-level marine scientific research team; support the cooperation between high-tech enterprises and scientific research institutions, and promote the transformation and application of scientific and technological achievements. Thirdly, we should strengthen the publicity and education of marine ecological civilization, use various media and platforms to popularize marine ecological knowledge, and enhance the awareness of marine ecological civilization among the whole people; encourage the public to participate in the decision-making and actions of marine ecological protection, and form a good atmosphere for the participation of the whole society; organize marine knowledge popularization activities, build marine science popularization education bases, etc., to enhance the public's marine awareness and environmental protection enthusiasm. Fourthly, Shandong Province should deepen international marine cooperation, actively participate in global marine ecological environment governance, and carry out multi-level and multi-field cooperation with international organizations and coastal countries; share Shandong's experience and model in the construction of marine ecological civilization, and contribute "Shandong wisdom" to global marine ecological environment protection; through the "Belt and Road" initiative, promote the sustainable use of marine resources and the promotion of marine ecological environment protection programs, and enhance regional marine environmental governance capabilities. Finally, Shandong Province will take on greater responsibilities, promote the construction of marine ecological civilization to a new level, demonstrate Shandong's style as a major province in marine ecological environment protection with practical actions, and shape a credible, lovely and respectable image of Shandong; through continuous efforts, build a beautiful ocean where people and nature coexist in harmony, and make new and greater contributions to the sustainable development of the global ocean.
Through the "China has an appointment • meet Shandong" event, the positive actions of Shandong Province in cultural protection, inheritance and utilization, scientific and technological innovation leading development, and marine resource protection and utilization were demonstrated to audiences at home and abroad.
