State Post Bureau: Green management of express packaging has achieved initial results

China News Service, October 14th. On the morning of the 14th, the State Post Bureau held a routine press conference for the fourth quarter of 2022. At the meeting, Guan Aiguang, deputy director of the Market Supervision Department of the State Post Bureau, introduced that after the joint efforts of the entire system and the industry, the industry's awareness of green development has gradually increased, and the green governance of express packaging has achieved initial results.

Guan Aiguang said that since the beginning of this year, the State Post Bureau has accelerated the reduction, standardization and recycling of express packaging, vigorously implemented the "9917" project, and made positive progress.

The work progress is as follows:

First, improve the legal and regulatory standards and policy system. In March 2021, after the State Post Bureau promoted the promulgation of the "Management Measures for Mail and Express Packaging", it successively issued the "Regulations on the Registration and Management of Mail and Express Packaging Operation Specifications (Trial)" and the "Regulations on Information Reporting on Ecological and Environmental Protection Work in the Postal Industry (Trial)" Two normative documents, and issued the "Requirements for Restricting Excessive Packaging of Mail and Express" and "Requirements for Agricultural Products Delivery Services and Environmentally Friendly Packaging". Industry standards such as "Requirements for Restricting Excessive Packaging of Mail and Express" and "Requirements for Agricultural Products Delivery Services and Environmentally Friendly Packaging". In conjunction with relevant departments, the "Notice on Organizing and Carrying out Pilot Projects for Large-Scale Application of Recyclable Express Packaging" was issued, and the "Notice on Further Strengthening the Governance of Excessive Packaging of Commodities" was drafted in cooperation with the National Development and Reform Commission, and issued by the General Office of the State Council. As of the end of September 2022, two laws, one administrative regulation, two rules, 15 national and industry standards, and 15 policy documents related to express packaging that are compatible with the green concept have been issued. The postal administration bureaus of various provinces (autonomous regions and municipalities) continue to promote local governments to implement the local responsibility for pollution prevention and control in the postal industry. At present, more than 100 supportive policies for the ecological and environmental protection of the postal express industry have been issued in various places.

Second, vigorously implement the "9917" project. In 2022, the Party Leadership Group of the State Post Bureau proposed to implement the "9917" project for green development, and listed it as one of the seven practical things for the postal express industry to be closer to people's livelihood. It is clear that by the end of the year, the proportion of purchased and used packaging materials that meet the standards will reach 90%, the proportion of standardized packaging operations will reach 90%, 10 million recyclable express boxes (boxes) will be put into use, and 700 million corrugated boxes will be recycled and reused. At the beginning of the year, the "9917" project tasks were refined and detailed, requiring the entire system and the industry to focus on system advancement, strengthen responsibility, and comprehensively promote implementation; provincial postal management departments should adhere to goal orientation, implement indicators and tasks, strengthen work guidance, and promote responsibility implementation; corporate headquarters should enhance benchmarking awareness, take proactive actions, strengthen internal control, and strengthen inspection and assessment. The "three-ization" level of express packaging has steadily improved, effectively promoting the green and high-quality development of the industry.

The third is to carry out special governance in depth. In accordance with the requirements of the "Opinions on Further Strengthening Plastic Pollution Control" and the relevant arrangements of the National Development and Reform Commission on further improving the recent key tasks of plastic pollution control, the governance progress of six provincial (municipal) bureaus including Beijing, Shanghai, Jiangsu, Zhejiang, Fujian, and Guangdong is scheduled on a monthly basis. The industry's plastic pollution control has achieved certain results: the proportion of non-degradable plastic packaging bags and disposable plastic woven bags used by express delivery companies has decreased, the use of non-degradable plastic tapes has decreased month-on-month, and the proportion of recyclable express packaging has gradually increased. In April 2021, the State Post Bureau organized a one-year special governance of excessive and random express packaging. Through governance, the "two consciousnesses" of the whole industry, namely, the selection of packaging that meets standard requirements and the packaging operation in accordance with regulations, have been strengthened, the "two proportions" of purchasing and using packaging materials that meet standard requirements and standard packaging operations have been improved, and a good social atmosphere of collaborative governance, shared governance and sharing of everyone's responsibilities and green postal use and everyone's enjoyment has gradually formed. The behaviors of excessive wrapping of "zongzi-style" tape on the appearance of express packaging, excessive use of disposable plastic woven bags, large boxes inside small boxes, and layers of plastic bags have been significantly reduced.

Fourth, supervision and management are continuously strengthened. First, the ecological and environmental protection work evaluation has been carried out for three consecutive years. The State Post Bureau has commissioned a third-party agency to set evaluation indicators for 14 work contents, including the ecological and environmental protection work system, internal management system construction, procurement and use of green packaging, packaging operations in accordance with regulations, and industry plastic pollution control of the headquarters of 13 express delivery companies, and continuously increased the evaluation efforts. Second, we insist on information reporting and regular notification, compile and issue the key points of the annual information report, and strengthen responsibility implementation and successive advancement. Third, we will implement the reform of the supervision mode of postal supplies and utensils, change from pre-supervision to in-process and post-supervision, implement "double list" management, organize regular quality supervision and spot checks, and strengthen the source management of express packaging. Fourth, we will increase the enforcement of "double random and one public", and list the violations such as failure to inform the agreement users in writing of the packaging requirements, excessive packaging, failure to formulate packaging operation specifications, and failure to provide packaging operation training for practitioners as the focus of law enforcement, and strengthen the implementation of the main responsibility of enterprises.

Fifth, we will actively promote collaborative governance. We will jointly promote the pilot of large-scale application of recyclable express packaging with the Supreme People's Procuratorate, the National Development and Reform Commission, and the Ministry of Commerce, carry out pilot policy interpretation, guide enterprises to formulate pilot plans, organize expert guidance and program review, and study and determine pilot enterprises. We will continue to promote the green product certification of express packaging with the State Administration for Market Regulation. As of the end of September 2022, a total of 95 enterprises have obtained 116 green product certification certificates for express packaging. We will jointly participate in the pilot of "zero-waste city" construction in the "14th Five-Year Plan" with the Ministry of Ecology and Environment. We will strengthen communication and coordination with the Ministry of Housing and Urban-Rural Development and other departments, and actively participate in the cooperation mechanism of garbage classification departments. Continue to carry out public solicitation of eco-friendly products, technologies and models in the industry. Encourage delivery companies to work with e-commerce platforms to embed options for recyclable packaging and user experience interfaces in the online shopping ordering process to enhance public participation and experience. Continue to promote green express delivery into schools, families, communities, factories and government agencies, and jointly organize the "Green Express Delivery into Government Agencies" with the State Administration of Institutions to advocate the green use of express delivery and the use of green express delivery.

Guan Aiguang mentioned that through the joint efforts of the entire system and the entire industry, the industry's awareness of green development has gradually increased, the green governance of express packaging has achieved initial results, the "three transformations" of express packaging have steadily improved, and the "9917" project has progressed smoothly. As of the end of September, the proportion of the entire industry purchasing and using packaging materials that meet standards and standardizing packaging operations has reached 90%, and a total of 9.78 million recyclable express boxes (boxes) have been put into use, 122,000 recycling devices have been deployed at postal express delivery business collection and delivery outlets, and 640 million corrugated boxes have been recycled and reused. However, compared with the requirements of high-quality development of the industry, there is still a gap in the green governance of express packaging, and there are still deficiencies in terms of systematicity, coordination and effectiveness. First, a legal standard system covering the entire chain has not yet been established, second, a situation of joint management has not yet been formed, and third, information-based supervision methods are relatively backward, requiring long-term efforts and continuous advancement.
